South Dakota's 77,116 square miles divide into the glaciated Prairie Coteau and James River valley in the east and the dramatically different Black Hills, Badlands, and high plains of the west. Sioux Falls has been one of the fastest-growing small metros in the Midwest over the past two decades, driven by financial services (Citibank, Wells Fargo, and numerous credit card companies take advantage of South Dakota's banking laws), healthcare (Sanford Health, Avera Health), and distribution. Rapid City is the center of the western South Dakota economy, with tourism (Mount Rushmore, Custer State Park, Sturgis Motorcycle Rally), healthcare, and government driving construction. The Ellsworth Air Force Base expansion in Box Elder is a significant federal construction project.
South Dakota municipalities handle dumpster placement permits locally. Sioux Falls and Rapid City each have their own permit processes for right-of-way placement. The South Dakota Department of Agriculture and Natural Resources (DANR) regulates C&D waste disposal. South Dakota's low population density outside of Sioux Falls and Rapid City means that commercial dumpster rental service coverage is limited in many rural areas.
